서민 연료'로 불리는 등유 가격이 1년 전보다 34%나 올랐다. 한파 특보가 이어지는 상황에서 도시가스가 공급되지 않는 농어촌 지역 등은 실내 등유를 사용해야 하는데 서민들의 난방비 부담은 더 커질 것으로 보인다.
24일 한국석유공사 유가정보서비스 오피넷에 따르면 전날 기준 전국 주유소의 실내 등유 평균 판매가격은 리터당 1485.23원을 기록했다. 러시아·우크라이나 전쟁으로 정점을 찍은 지난해 7월11일(1696.28원)과 비교해서는 200원가량 가격이 내렸지만, 1년 전(1107.17원)보다 34.15% 상승한 가격이다. 2년 전(870.20원)보다는 70.68%나 올랐다.
등유와 휘발유 가격 차이도 좁혀졌다. 아직 가격 역전 현상이 나타나지 않았지만 등유가 높은 가격대를 유지하면서 지난해 10월에는 보통 휘발유와오피사이트실내 등유의 평균 가격이 리터당 68.58원, 지난해 11월에는 48.63원밖에 차이가 나지 않았다. 지난해 12월에는 11.13원까지 좁혀졌다.
업계는 전쟁 등으로 인한 국제유가 상승 여파와 등유의 공급 감소, 유류세 인하 혜택 제외 등이 복합적으로 작용한 결과로 보고 있다. 겨울철 난방용 등유 수요가 급증한 것도 영향을 미치고 있다.
에너지 취약계층 등 서민들에게는 이 같은 등유가격 고공행진이 난방비 부담으로 작용할 수밖에 없다. 등유는 도시가스가 공급되지 않은 농어촌이나 노후주택에서 실내 난방 연료로 사용되는데, 지난해 12월에 이어 이날도 북극 한파가 한반도로 내려오면서 전국 대부분 지역에 한파특보가 발효된 상황이다.
전라북도 전주시에서 등유 보일러를 사용하는 이모(62)씨는 "올 초 보일러 기름으로 한 드럼(300리터)을 채우는데 45만원대가 나왔는데, 예전 같으면 상상도 못했을 가격"이라며 "추위가 더 심한 것 같은데 보일러를 안 틀 수도 없고, 올 겨울이 유난히 춥고 길게 느껴진다"고 말했다.
하지만 등유는 당분간 이같이높은 수준의 가격대를 유지할 가능성이 높다. 한 정유업계 관계자는 "러우 전쟁 발발 이후 천연가스 가격이 급등했는데 이를 경유로 대체했다"며 "(경유와)같은 생산라인을 쓰기 때문에 등유 공급량이 상대적으로 줄어든데다, 코로나19 회복세로 항공수요까지 증가하고 있어 가격이 내려가기까지 시간이 걸릴 것"이라고 말했다.
프랑스 파리에서 배우 고(故) 윤정희와 그의 남편 피아니스트 백건우(77)는 함께 다닐 때면 언제나, 어디에서나 손을 꼭 잡고 다녔다고 한다.
백건우가 전 세계 곳곳에서 초청을 받아 피아노 공연을 다닐 때마다 그 곁에는 윤정희가 있었고, 윤정희는 백건우와 관련된 모든 일을 처리하는 매니저 역할을 자처했다.
프랑스 교민 사회와는 접점이 넓지 않았지만 두 사람은 자택으로 지인들을 초청해 음식을 대접하곤 했는데, 이때도 사람들을 모으는 것은 주로 윤정희의 역할이었다.

그해 11월. 백건우는 한국을 방문, 언론 인터뷰에서 아내가 알츠하이머병을 앓아왔음을 공개했다. 이창동 감독의 영화 '시'(2010)를 촬영하던 무렵 증상이 나타났다고 했다.

아내의 안부를 묻는 사람들에게 백건우는 최근까지 "상태가 나빠지기만 한다"며 속상했지만, 지난달만 해도 크게 염려할만한 분위기는 읽히지 않았다는 게 주변의 전언이었다.
1972년 독일 뮌헨의 한 음악회에서 우연히 만났던 두 사람은 2년 뒤 인기 절정의 윤정희가 돌연 프랑스 유학을 떠나면서 파리에서 다시 만나 사랑에 빠졌다.
1976년 부부의 연을 맺어 49년을 나란히 걸어온 그들은 지난 19일(현지시간) 윤정희가 눈을 감으면서 영원히 작별했다.
윤정희·백건우 부부는 진희 씨가 태어나고 나서 1979년 파리와 맞닿아있는 외곽 도시 뱅센에 있는 한 아파트로 이사했고, 이후 40년 넘게 한 동네를 떠나지 않았다.
백건우는 아내를 마지막으로 배웅하는 곳도, 아내가 영원히 잠들 곳도 반평생을 살아온 뱅센에서 하고 싶다고 했는데, 이 동네를 향한 부부의 애정이 얼마나 컸는지 느껴진다.
뱅센시(市) 공식 홈페이지에 올라온 17세기 이후 뱅센에서 태어났거나, 뱅센에 사는 유명 인사 목록에는 백건우가 있다. 뱅센 역시 두 사람을 사랑하고 있음을 가늠할 수 있는 대목이다.
설 연휴 첫날인 21일 휘발유 가격이 소폭 올랐다. 유류세 인하 폭 축소로 휘발유 가격은 상승세를 이어가고 있다. 국제 휘발유·경유 가격도 오르면서 휘발유는 물론, 하락세를 이어갔던 경유 가격도 오를 전망이다.
22일 한국석유공사 유가정보시스템 오피넷에 따르면 21일 휘발유 가격은 리터(ℓ)당 1564.54원으로 1.61원 올랐다.
올해 1월 1일부터 휘발유 구매 시 붙는 유류세 인하 폭이 37%에서 25%로 축소되면서 휘발유 유류세는 ℓ당 516원에서 615원으로 99원 올랐다. 이에 따라 지난달 30일 ℓ당 1530.7원이었던 휘발유 가격은 꾸준히 오르고 있다.
국내 최고가 지역인 제주의 휘발유 평균 가격은 1655.0원, 최저가 지역인 울산은 1529.0원이었다.
경유 평균 판매가격은 ℓ당 1653.45원으로 전날보다 1.51원 내렸다. 경유 판매가격은 주간 단위로 9주째 내렸다. 가격 수준이 높았던 경유는 역대 최대 폭인 기존 37% 유류세 인하 조치가 유지됐다.
휘발유 가격 상승세가 이어지고 경유가격은 하락하면서 두 제품 간 가격 차이는 88.5원까지 좁혀졌다. 올해 유류세 인하 폭 축소로 휘발유 가격은 치솟은 반면 유류세 인하 폭이 유지된데다 글로벌 경기침체 우려로 산업용 수요가 줄어들며 국제 경유 가격은 내려갔기 때문이다.
국제 석유제품 휘발유 가격과 경유 가격 차이도 좁혀지고 있다. 싱가포르 거래소에 따르면 20일(현지시간) 국제경유 가격은 배럴당 122.00달러로 국제휘발유 가격(104.55달러)과의 가격 차이가 17.45달러에 그치고 있다. 지난달 중순, 가격 차이가 36달러를 웃돈 것을 고려하면 절반 넘게 줄어든 것이다.
휘발유와 경유 가격 상승세는 당분간 이어질 전망이다. 이번 주 국제 휘발유 평균 가격은 배럴당 98.4달러로 7.1달러 올랐으며, 국제 자동차용 경유 가격도 배럴당 119.1달러로 5.7달러 올랐다. 대한석유협회는 “국제 휘발유와 경유 가격이 모두 올랐고, 유가 상승 폭이 원·달러 환율 하락 폭보다 커서 앞으로 2주 정도는 판매 가격이 오를 수 있다”고 말했다.
역대급 한파로 생산량은 줄고 난방비는 눈덩이처럼 불어나 죽을 맛입니다" 고추， 오이， 딸기， 토마토， 파프리카， 꽃단지 등 경남 도내 시설재배 농민들의 하소연이다.
최근 불어닥친 한파로 고유가에 난방비 부담은 눈에 띄게 커졌지만， 농작물 출하량은 추운 날씨 탓에 떨어지는 등 이중고에 시름이 깊어지고 있다.
창녕군 남지읍 정 모(61)씨는 "겨울 농사는 난방이 필수여서 치솟는 난방비용을 어떻게 감당해야 할지 고민이 깊다"면서 "최근 낮 기온이 영하 10도를 넘나드는 강추위가 계속되면서 난방비가 지난해 같은 기간보다 2배 가까이 증가했다"고 말했다.
한국석유공사의 유가정보시스템 오피넷에 따르면 지난 24일 기준 도내 평균 등유 가격은 ℓ당 1482원으로 집계됐다. 1년 전(1107원)과 비교해 33.8% 오른 가격이다.
등유 가격이 치솟은 이유는 러시아ㆍ우크라이나 전쟁 영향이다. 휘발유ㆍ경유와 달리 유류세 인하 혜택이 없는 점도 영향을 미친 게 원인이다. 이 때문에 등유를 사용하는 도내 시설재배 농가들은 직격탄을 맞고 있다.
김해에서 토마토 농사를 짓는 허 모(58)씨는 올해 난방비에만 2배 정도 추가 비용이 들어갈 것으로 보인다는 허씨는 "토마토 농사를 지으면서 들어가는 유류비가 지난해 총 800만 원가량 됐는데 올해는 1600만 원으로 늘어날 것으로 예상된다"며 "토마토를 식재한 지 20일이 됐지만， 벌써부터 올겨울 농사가 두렵다"고 호소했다.
딸기 농사를 짓는 진주시 한 농민은 "한파가 계속되는 바람에 난방비가 배 이상 들어가 농민들의 속이 새까맣게 타들어 가고 있다면서 딸기재배의 생육 적정온도인 영상 10～13도에 유지를 못 해 생육에 지장을 받아 수확량도 줄어들고 있다"고 말했다.
이어 "한파로 생산량이 20～30% 감소할 만큼 냉해도 입었다"면서 "기름값 상승에다 전기세도 크게 올라 온풍기를 가동하기도 부담스럽다"고 덧붙였다.
기업 이익을 환수하겠다고요? 적자 나면 나라에서 보조금 줄 건가요."
기업인들이 이재명 더불어민주당 대표의 발언에 민감하게 반응하고 있다. 이 대표는 지난 25일 '난방비 폭탄'을 거론하면서 물가지원금 편성을 위한 30조원대 추가경정예산 편성을 촉구했다. 여기에 정유업체를 비롯한 에너지 기업의 이익을 환수하는 이른바 '횡재세' 도입도 주장했다.
난방비 폭탄의 책임을 기업에 돌려 성난 민심을 무마하는 한편 물가지원금 명목으로 돈을 살포하려는 '포퓰리즘 정책'이란 비판이 나온다. 이 같은 움직임이 현실화할 경우 되레 '부메랑'이 될 것이라는 우려도 상당하다. 에너지 가격과 시장금리를 밀어 올려 가계·기업의 부담만 키울 여지가 높아서다.
이 대표는 지난 25일 국회에서 열린 최고위원회의에서 "정부에서 전기·가스 요금을 대폭 올리는 바람에 취약계층의 고통이 매우 심각하다"며 "30조원 추경 가운데 5조원 규모의 ‘핀셋 물가 지원금’이 포함된다"고 말했다. 이 대표가 앞서 지난 12일 신년 기자회견에서 언급한 30조원 규모의 추경 필요성을 다시 꺼내 들었다.
그는 정유사의 최대 실적을 거론하면서 "정유사를 비롯한 에너지 기업들이 일부라도 부담해 국민들이 에너지 상승으로 겪는 고통을 상쇄해야 한다"며 "횡재세도 제도적으로 확실하게 도입하는 것을 검토해 볼 필요가 있다"고 말했다.
169석의 의석수를 바탕으로 입법권을 확보한 민주당의 대표 주장인 만큼 파장도 커지고 있다. 민주당은 30조원 규모의 추경 편성을 주장하고 있다. 하지만 올해 세수(세금 수입) 전망이 갈수록 나빠지는 등 추경을 충당할 자금이 부족하다. 나빠지는 실적에 기업 법인세가 줄고 위축된 주식시장으로 양도세·증권거래세도 예상보다 덜 걷힐 것이라는 전망에서다.
결국 추경을 조달하려면 적자국채를 찍는 수밖에 없다. 국채 물량이 쏟아질 경우 국채를 비롯한 채권 금리가 상승(채권값 하락)할 수밖에 없다. 최근 내림세를 보이는 시장금리가 다시 반등할 우려가 높다. 2021년 10월에 이재명 대표가 50조원이 넘는 국민 재난지원금을 지급하자는 발언에 시장금리가 급증한 사례도 있다. 그만큼 기업과 가계 이자비용 부담은 커질 수 있다.
횡재세 논의가 외려 에너지 가격을 밀어 올릴 수 있다는 평가도 많다. 횡재세는 정유사 등의 투자·이윤추구 심리를 꺾을 수 있다. 초과이윤세 부과로 정유사는 생산할수록 이익이 줄어드는 만큼 공급을 줄이거나 설비가동률을 낮출 가능성이 높다. 초과이윤 환수로 기름 가격이 되레 오르는 역효과를 초래할 수도 있다는 뜻이다.
공격받는 국내 주유소 사업을 접고 석유제품 전량을 수출하자는 정유업계 내부의 목소리도 커지고 있다. 이 경우 공급 차질로 상대적으로 저렴한 국내 휘발유·경유 가격이 고공행진할 우려도 높다.

난방비 폭탄예? 촌에는 옛날부터 폭탄이 아니라 핵폭탄이니더.”
경북 예천군 호명면 황지리 부녀회장 김화자씨(73)가 26일 오전 자신의 기름보일러 눈금 칸을 가리키며 말했다. 김씨는 이달 초에 등유 2드럼(400ℓ)을 넣었다. 비용은 한 드럼당 30만원 정도로 총 60만원이 들었다. 그런데 보름도 안 돼 기름 4분의 1이 사라졌다. 보름 동안 15평 남짓한 주택 난방비로 15만원을 쓴 셈이다.
그런데도 김씨의 집안은 훈기가 돌지 않았다. 난방비 부담에 햇볕이 드는 낮 시간대에는 보일러를 끄고 해가 떨어지는 오후쯤 보일러를 켜서다. 이날 김씨의 보일러 온도조절기 온도는 7도로 나왔다.
김씨는 “예전에는 한 드럼 넣는데 18만원 정도였는데 요즘은 배로 든다”며 “옷으로 꽁꽁 싸매고, 전기장판 틀어놓고 그렇게 버틴다”고 말했다.
한국석유공사 유가정보서비스 오피넷에 따르면 지난해 12월 경북지역 실내등유 리터당 평균 판매가격은 1530원이다. 지난해 12월(1076원)보다 무려 454원이 올랐다. 2020년 12월에는 817원으로 2년 사이 등윳값이 두 배 정도 오른 것이다. 특히 지난해 1월 1075원에서 7월 1682원으로 607원이나 급격히 오르기도 했다.
핵폭탄급 난방비에 농촌에서는 기름보일러와 연탄보일러를 함께 사용하는 등 난방비를 줄이기 위해 안간힘을 쓰고 있다.
최창순 예천군 호명면 본리 이장은 “온수는 기름보일러를 사용하고 난방은 연탄보일러를 사용한다”며 “서울에서 난방비로 난리라 카는데(그러는데) 도시가스 안 들어오는 촌에는 일상”이라고 말했다.
경북지역 도시가스 보급률은 70%다. 125만8286가구 중 88만600가구 만이 도시가스가 혜택을 누리고 있다. 부담스러운 난방비는 농촌 주민들을 마을회관에 머물게 한다. 마을회관은 시·군에서 나오는 보조금으로 운영돼서 마을에서 가장 따뜻한 곳으로 꼽힌다.
이상운 황지리 이장은 “어르신들이 낮에 집 보일러를 끄고 종일 마을회관에서 지내는 경우가 많다”며 “마을회관에서 온수로 머리를 감으시기도 한다”고 했다.
연료비 인상은 저소득층에 더욱 부담을 준다. 통계청의 가계동향조사 자료를 보면 지난해 1~3분기 소득 1분위(하위 20%)가 전기료와 도시가스, 액화석유가스(LPG), 등유, 연탄 등 연료비로 지출한 금액은 월평균 6만6950원으로 전년 대비 12.4% 증가했다. 이는 전체 평균인 6.7%보다 두 배 가량 높은 증가율로 모든 분위를 통틀어 오름폭이 가장 컸다.
경북도 관계자는 “도시가스 공급을 위해서는 마을 주민들이 도시가스 공급관 공사비 일부를 부담해야 해 어려움이 있다”며 “정부가 전기요금 할인, 에너지 바우처 단가 인상 등을 추진한다는 계획이지만 서민 부담을 줄이는 데는 한계가 있을 것”이라고 말했다.
우크라이나-러시아 전쟁이 핵전쟁으로 번질 것을 우려한 부유층이 호화 지하 벙커에 수백억원을 투자하고 있다.
영국 일간 더 선은 3일(현지시간) 3000만 파운드(약 460억원)에 달하는 초호화 벙커에 대해 보도했다. 러시아가 핵전쟁을 시작할지도 모른다는 우려에 수요가 늘어나고 있다는 해당 벙커는 오염 제거 설비와 자체 에너지, 공기 공급 장치뿐 아니라 미술관, 정원, 은행 금고까지 완비되어 있다.
벙커를 설계한 스위스의 벙커 건축회사 오피둠은 ‘세계에서 가장 부유하고 강력한 권력을 가진 개인’을 위해 벙커를 디자인했다고 밝혔다. 오피둠에 의하면 벙커는 모든 위협 요소에 대비하는 것뿐 아니라 호화로운 일상생활을 영위하는 것에도 최적화돼 있으며, 거주하는 집 근처나 바로 아래에 들이는 것이 가능하다. 가격은 최소 820만 파운드(약 125억원)부터 시작하며 ‘퓨처리스트’라고 불리는 최첨단 벙커의 시공비는 3000만 파운드에 달한다.
오피둠 측은 퓨처리스트의 특징으로 24시간의 흐름을 섬세하게 강조하는 정교한 조명 시스템을 들었다. 기본적인 조명 시스템 이외에도 구매자의 취향에 따라 대형 차고지, 미술관, 라운지, 정원, 수영장 등을 추가할 수 있으며, 모든 출입구는 얼굴, 홍채, 손바닥, 지문을 모두 요구하는 다중 보안으로 보호받고 있다. 지하에서 뿜어져 나오는 방사성 물질인 라돈 등의 오염 물질과 이산화탄소 제거 설비와 예상치 못한 전력 차단에 대비한 이중 구조 발전기 또한 기본적으로 구비되어 있다.
오피둠의 최고 경영자(CEO)인 야쿠프 잠리질은 “벙커의 가장 중요한 요소는 편안함과 안전이지만, 우리는 재난 상황에서도 삶이 ‘안전한 것 이상’이 되어야 한다고 생각한다”라고 밝혔다. 오피둠은 현재 미국, 유럽연합(EU), 영국, 아랍에미리트에 벙커 시공 서비스를 제공하고 있다.
지난해 ℓ당 2000원을 넘나들며 고공행진을 하다 안정세를 찾은 휘발유 가격이 다시 고개를 들고 있다. 중국의 리오프닝(경제활동 재개) 같은 글로벌 수요 증가가 연초부터 국제유가 상승 요인으로 작용했다. 올 초 가스요금 상승에 따른 ‘난방비 폭탄’에 이어 유가마저 들썩이면서 가계에 부담을 주고 있다.
29일 한국석유공사 유가정보시스템 ‘오피넷’에 따르면 지난해 12월 1526원으로 최저가를 찍은 휘발유 가격은 이후 지속적으로 상승해 이날 1572원을 기록했다. 휘발유 유류세 인하폭이 줄어든 게 가격 인상의 직접적인 원인이다. 정부가 올해부터 유류세 인하폭을 기존 37%에서 25%로 축소하면서 세금이 ℓ당 516원에서 615원으로 99원 올랐다.
문제는 휘발유 가격 상승이 전 세계적인 흐름이라는 점이다. 이날 CNN 비즈니스에 따르면 지난주 미국의 휘발유 평균 가격은 지난해 말에 비해 9% 이상 증가했다. 2009년 이후 가장 큰 증가폭으로, 원유 가격 상승의 영향을 받고 있다.
유가 상승 요인으로는 중국의 코로나19 방역 완화가 첫손으로 꼽힌다. 석유수출국기구(OPEC)는 중국 경기가 본격적으로 회복될 경우 원유 수요가 하루 100만~200만배럴가량 더 늘어날 것으로 예상했다. 또 지난해 가파르게 치솟던 기름값 안정화를 위해 미국이 대거 방출한 전략비축유(SPR)가 올해에는 부메랑이 될 수도 있다. 한국은행 조사국은 이날 보고서를 통해 “미국의 원유 비축량이 1984년 이래 최저 수준으로 낮아지면서 에너지 안보 우려가 높아지고 있다”며 “향후 SPR 재비축이 본격화될 경우 불안한 원유 수급에 부담 요인으로 작용할 가능성이 있다”고 전망했다.
여기에 안정세를 찾은 경유 가격이 꿈틀거릴 수도 있다. 유럽연합(EU)은 다음달 5일부터 우크라이나를 침공한 러시아에 대한 추가 제재의 일환으로 러시아산 디젤·중유 등에 대한 수입금지를 단행한다. 월스트리트저널은 “(러시아산 경유가 들어오지 못하면) 유럽의 디젤 수입선이 원양 유조선을 통해 더 먼 거리를 운항하게 될 것”이라며 “용량이 제한되고 비용이 증가할 수 있다”고 밝혔다. 경유는 휘발유보다 저렴해 자영업, 운수업, 농업 등에 널리 쓰이는 ‘서민 연료’여서 가격 상승 시 저소득층에 끼치는 영향이 휘발유보다 크다.
설상가상으로 가스요금 추가 인상도 불가피해 보인다. 이미 겨울철 가스요금 급등으로 인한 난방비 대란이 현실화한 가운데, 9조원의 미수금이 쌓인 한국가스공사가 이를 올해 안에 해소하려면 지금보다 가스요금을 3배 올려야 한다. 미수금은 액화천연가스(LNG) 수입 단가보다 판매단가(요금)가 낮아서 발생한 손실이다.
